This study aims to analyze the transmission mechanism of dependence on central transfers that creates fiscal rigidity and the challenges of economic independence in Bojonegoro Regency during the peak production period. The research method used is descriptive qualitative, with data collection techniques through literature study and secondary document analysis such as the Regional Budget (APBD) and Regional Government Financial Reports (LKPD) of Bojonegoro Regency. The results indicate the phenomena of the Flypaper Effect and Decentralization Theater, where extreme dependence on central transfer funds reaches 70-80%, while the non-oil and gas local revenue (PAD) ratio stagnates below 15%. In conclusion, oil and gas wealth creates fiscal rigidity that causes the budget to be absorbed more for routine expenditures than productive investments; thus, the optimization of the Regional Endowment Fund and diversification of the non-oil and gas economy are urgently needed to avoid fiscal shocks when natural reserves begin to deplete.
Revienda Anita Nur Ulfa Amelia Fiona Putri Tampubolon Ratnasari Dewi Faradilla Robi’atul Adawiyah Rayshya Chauliya Nadina Putri Alvian Pratista Hananto Putri Nendi Kirani ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2026-10-31 2026-10-31 13 1 26 35 10.37858/publisitas.v13i1.700 MANAJEMEN ADMINISTRASI PADA KHALIFAH & CO ATTORNEY AT LAW https://ejurnal.stisipolcandradimuka.ac.id/index.php/JurnalPublisitas/article/view/761
This study aims to analyze the implementation of administrative management and coordination at Khalifah & Co Attorney at Law in supporting operational effectiveness and the quality of legal services. This research employed a qualitative descriptive method using a participant observation approach throughout the observation process. Using a descriptive qualitative approach with George C. Edward III’s Policy Implementation Model as the analytical framework, this research examines four key variables: communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews with 20 key informants, participatory observation, and documentation studies. Findings indicate that policy implementation is in a positive developmental stage but still faces several challenges. Policy communication is hampered by ‘information leakage,’ resulting in knowledge gaps among traders. A physical investment of IDR 56 billion from the National Economic Recovery (PEN) fund has been realized, yet a ‘hardware-software gap’ exists in terms of management human resources and information systems. The concept of ‘passive disposition’ shaped by traders’ historical trauma following the 2018 fire enriches the disposition typology in Edward III’s model. Suboptimal bureaucratic coordination leads to slow responses to operational problems. Nevertheless, positive impacts on economic welfare are emerging: active traders report revenue increases of 15–25%, new employment is being created, and multiplier effects on the local economy are observed. This study recommends strengthening two-way communication, developing non-physical resources, providing psychosocial support for traders, and reforming bureaucratic coordination mechanisms.
Marlin Ina Dewi Walahe Lisnawaty Patunai Pauweni Sarfan Tabo Jefri Polinggapo ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2026-10-31 2026-10-31 13 1 54 63 10.37858/publisitas.v13i1.763 IMPLEMENTASI KEBIJAKAN BEASISWA 1 KELUARGA 1 SARJANA DALAM PERLUASAN AKSES PENDIDIKAN TINGGI BAGI KELUARGA MISKIN DI KOTA SURABAYA https://ejurnal.stisipolcandradimuka.ac.id/index.php/JurnalPublisitas/article/view/697
The One Family One Graduate (1K1S) program is a Surabaya City Government policy aimed at expanding access to higher education for poor families as an effort to address educational inequality and break the chain of poverty through the provision of scholarships and supporting facilities. The method used is a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. The results of the study indicate that the program's implementation has been running quite well, indicated by the clarity of policy objectives, the commitment of the local government and adequate resource support in program implementation. This program is able to help students from underprivileged families in accessing higher education through educational financing, the provision of dormitories, and academic and non-academic guidance. Obstacles encountered in implementing this program include, the program is not widely participated in by the community, indicating the limited reach of information received by the program's targets, differences in the mechanisms and student admission processes at each partner university that affect the smooth implementation, and students who receive benefits also face social and psychological challenges in the campus environment. Overall, the study concluded that the 1K1S Program has great potential to expand access to higher education and improve the quality of human resources, but its success requires strengthening public communication, ongoing mentoring support, and increasing accountability for program implementation.
Mawar Alifiaty Lestari Rudy Handoko Ghulam Maulana Ilman ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2026-10-31 2026-10-31 13 1 64 79 10.37858/publisitas.v13i1.697 PENGARUH FAKTOR FUNDAMENTAL TERHADAP HARGA SAHAM PT. The approach used is quantitative, utilizing secondary data obtained from the company's financial reports and public financial platforms. This study utilized 24 quarterly observations. The analysis was conducted using multiple linear regression supported by classical assumption tests, including tests for normality, autocorrelation, heteroscedasticity, and multicollinearity. The results indicate that ROE has no significant effect on stock prices, partially, as indicated by a t-value of -0.866 with a significance level of 0.396 >0.05. Conversely, DER has a significant effect on stock prices, with a t-value of 2.875 and a significance level of 0.009 <0.05. Simultaneously, ROE and DER are proven to have a significant effect on stock prices. The coefficient of determination (R²) of 0.423 indicates that these two variables explain 42.3% of the variation in stock prices, while the remaining 57.7% is influenced by factors outside the research model. This study also considers public policy perspectives and socioeconomic conditions as external factors influencing investor perceptions.
Shelva Yuliyanti A. Employing a descriptive qualitative approach, data were collected through in-depth interviews and participant observation, triangulated with secondary documents and educational statistics from the local Education Agency, and subsequently analyzed using thematic analysis. The findings reveal that since 1983, the fulfillment of these rights has been conducted through a segregated model, with SLBN Sorong serving as the sole formal institution. In 2021, a total of 206 students (84 at the elementary, 66 at the junior secondary, and 52 at the senior secondary levels) were served by 28 professional teachers and community volunteers. Supportive factors include teachers' pedagogical competence, active community participation, and a conducive socio-academic climate that fosters student motivation and self-confidence. Conversely, the primary obstacles comprise a limited teaching workforce, rigid classroom groupings based on disability typologies, slow development of physical infrastructure, and low awareness among families regarding the importance of formal education. The study concludes that although Perda 11/2019 provides a robust juridical foundation, a substantial disparity persists between its normative mandates and operational realities. Consequently, accelerated institutional capacity building, the provision of inclusive infrastructure, and massive public educational interventions are critically required to bridge this implementation gap and establish a truly accessible educational ecosystem for all persons with disabilities in Sorong City.
Tawakal Tawakal Saiful Saiful Putri Meira Shyiang Sri ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2026-10-31 2026-10-31 13 1 111 127 10.37858/publisitas.v13i1.764 DARI PENGASUH DOMESTIK HINGGA KREATOR DIGITAL: STUDI FENOMENOLOGIS TENTANG TRANSFORMASI PERAN DAN MONETISASI FACEBOOK PRO https://ejurnal.stisipolcandradimuka.ac.id/index.php/JurnalPublisitas/article/view/812
Social media now provides users with more than a channel for communication. It can also function as a space for producing content, developing relationships with audiences, and generating income. This shift is reflected in the growing participation of people from different backgrounds in creator activities. This study examines housewives who engage in such activities through Facebook Pro and seeks to understand how they experience the transition from everyday activities to creative work that may generate income. A transcendental phenomenological approach was used to examine the experiences and meanings described by the participants. Five key informants were involved: Lovelia, Cici Fransiska, Mai Suryani, Analika Tolana, and Ismi Wardah. Data were collected through in-depth interviews, observation of digital activities, and documentation, then analyzed through epoche, horizontalization, meaning-unit clustering, textural and structural descriptions, and synthesis of the essence of experience. The findings indicate that becoming a digital creator does not replace the informants’ domestic roles. Instead, domestic routines often become the material from which digital content is produced. Cooking, family activities, post-retirement routines, culinary promotion, and activities with children can all enter the content-making process. Monetization is likewise experienced in different ways. Income may represent economic benefit, but it can also be associated with productivity, appreciation, entertainment, social connection, or personal development. At the same time, creator activity requires continuous adjustment to household responsibilities, audience responses, changing platform rules, and account-related risks. The experience can therefore be understood as an ongoing expansion of roles rather than a complete shift away from domestic life.
Febri Hardiyani Budi Santoso Lishapsari Prihatini Arif Ardiansyah ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2026-10-31 2026-10-31 13 1 128 140 10.37858/publisitas.v13i1.812 KEPEMIMPINAN TRANSFORMASIONAL TERHADAP MOTIVASI KERJA PEGAWAI DI PUSKESMAS KWANDANG https://ejurnal.stisipolcandradimuka.ac.id/index.php/JurnalPublisitas/article/view/762
This study aims to explore and deeply understand the implementation of transformational leadership, the condition of employee work motivation, and the influence of transformational leadership on employee work motivation at UPTD Kwandang Health Center, North Gorontalo Regency. This research employs a qualitative approach with a phenomenological paradigm. Data were collected through in-depth interviews with 11 informants, passive participatory observation, and document analysis. Data analysis utilized Miles and Huberman's thematic approach, encompassing data reduction, data display, and conclusion drawing. Results indicate that transformational leadership at Kwandang Health Center is implemented through all four dimensions of Bass and Avolio: idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration. Employee work motivation was found to be in a high category, with intrinsic motivation as the primary driver. Among the four dimensions, individualized consideration proved to have the most dominant influence on work motivation through mechanisms of personal recognition, competency development support, and strengthening of emotional bonds between employees and the organization. These findings are further confirmed through the integrative lens of Robert House's Path-Goal Theory. This study aims to analyze the effectiveness and contribution of the BIDADARI (Guidance and Assistance in Integrated Licensing Services) innovation in improving accessibility and compliance with risk based business legality. The methodology applied is descriptive qualitative with data collected through in-depth interviews, participatory observation, and documentation studies. The main findings indicate that the BIDADARI innovation, operating as a hybrid service model, successfully eliminates bureaucratic complexity, reduces the issuing time of Business Identification Numbers (NIB) to an average of 12–18 minutes, and guarantees a zero cost process. The impact of this research includes enhanced digital literacy among business operators, realized transparency and legal certainty, as well as facilitated access to BPOM distribution permits, halal certification, and business capital for local MSMEs. It is concluded that the OSS based BIDADARI innovation at the MPP of Pamekasan Regency effectively fulfills all six public service standard components under the Minister of PANRB Regulation No. 15 of 2014, transforming conventional bureaucracy into a modern, transparent, and accountable public service.
Rina Nur Azizah Iswahyudi Putra Andyno Nur Fathin Luaylik Erina Saputri ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2026-10-31 2026-10-31 13 1 149 161 10.37858/publisitas.v13i1.817 DINAMIKA AGENDA KEBIJAKAN DIGITAL GOVERNANCE DI KOTA PALEMBANG: ANALISIS MULTIPLE STREAMS FRAMEWORK https://ejurnal.stisipolcandradimuka.ac.id/index.php/JurnalPublisitas/article/view/813
Digital government transformation in Palembang City has followed a non-linear trajectory. The Electronic-Based Government System (SPBE) index remained relatively stagnant at 2.66 during 2021–2023 before increasing to 3.51, categorized as very good, in 2024. This study examines how digital governance developed as a policy agenda of the Palembang City Government during 2021–2026 using the Multiple Streams Framework (MSF). A qualitative approach was employed through literature review and document analysis of scholarly articles, regulations, performance reports, SPBE evaluation results, and local planning documents. Evidence was coded into the problem, policy, and politics streams, as well as policy window, policy entrepreneur, and coupling. The findings indicate that the problem stream was shaped by SPBE stagnation, fragmented applications, limited interoperability, human resource constraints, and weaknesses in service standardization and monitoring. The policy stream developed through stronger SPBE regulation, data integration, digital public services, e-complaint, e-SAKIP, and electronic licensing. The politics stream was influenced by national digital-government policies, SPBE evaluation, bureaucratic reform priorities, and institutional coordination. The 2023–2024 period can be interpreted as a policy window in which the three streams increasingly converged, marked by Palembang Mayor Regulation No. 25/2023 and the improved 2024 SPBE score. Nevertheless, coupling has not yet produced full cross-organizational integration. The study concludes that Palembang’s digital governance agenda is shifting from sectoral digitization toward integrated governance, while stronger interoperability, organizational capacity, and cross-agency policy orchestration remain necessary.
Helda Fitriani Holipah Holipah Asmawati Asmawati ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2026-10-31 2026-10-31 13 1 162 173 10.37858/publisitas.v13i1.813 PEMBANGUNAN POLITIK DI DESA SUMBER AGUNG KECAMATAN PULAU RIMAU DARI SELF GOVERNING COMMUNITY KE LOCAL STATE GOVERNMENT KABUPATEN BANYUASIN https://ejurnal.stisipolcandradimuka.ac.id/index.php/JurnalPublisitas/article/view/682
This study aims to analyze the level of political development in Sumber Agung Village and identify the factors that influence it. Data were collected through in-depth interviews with informants including village government officials and local residents as well as through field observations and the examination of written documentation. The data were analyzed qualitatively by comparing theoretical conceptualizations with empirical realities on the ground. The primary findings indicate that political development and improvements in social welfare in Sumber Agung Village have not yet reached an optimal level. This situation stems from a lack of outreach and coordination between the local/village government as the planners and the community as the implementers which has resulted in minimal citizen participation and the deterioration of public facilities, such as roads, bridges, and technical infrastructure. Nevertheless, the village government has begun to initiate improvements through the gradual restoration of infrastructure. The implications of this study underscore the importance of enhancing two-way communication and participatory coordination in the planning of village-level development governance to ensure the effective improvement of local infrastructure.
Dian Puspita Sari Muhammad Febrianza Ardiansyah Ardiansyah ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2026-10-31 2026-10-31 13 1 174 181 10.37858/publisitas.v13i1.682 KETIMPANGAN DIGITAL SEBAGAI MEKANISME REPRODUKSI KETIMPANGAN SOSIAL: SEBUAH TINJAUAN LITERATUR https://ejurnal.stisipolcandradimuka.ac.id/index.php/JurnalPublisitas/article/view/818
Digital transformation expands access to information and social opportunities without necessarily distributing benefits equally. This article examines how unequal material access, digital skills, information practices, and digital outcomes may reproduce social inequality. An integrative literature review synthesizes 25 unique papers on digital inequality, social exclusion, and digital welfare. Thematic analysis identifies four intertwined pathways: pre-existing resource stratification, unequal digital capabilities, differentiated outcomes, and exclusion embedded in service design. These processes may be self-reinforcing when unequal digital returns shape future access to resources and opportunities. The article proposes a conceptual mechanism connecting communication scholarship with social welfare concerns, particularly social functioning and justice. Digital inclusion policies should therefore move beyond connectivity targets to address capabilities, meaningful outcomes, and accessible services for vulnerable groups.
Rahmi Novianti Wagisri Wagisri Indah Pusnita Marleni Marleni ##submission.copyrightStatement## http://creativecommons.org/licenses/by-sa/4.0 2026-10-31 2026-10-31 13 1 182 191 10.37858/publisitas.v13i1.818
